The Rule Change Proposal Reads: RIDERS COMPETING IN DRESSAGE COMPETITIONS AT FOURTH LEVEL AND ABOVE MUST BE ELIGIBLE ACCORDING TO THE QUALIFICATION CRITERIA ESTABLISHED BY THE FEDERATION DRESSAGE COMMITTEE.
